EPA Publishes Draft 2 of ENERGY Star Version 6.0;

Industry Concerns Remain

This morning, EPA published Draft 2 of ENERGY STAR Windows, Doors, and Skylights Version 6.0 specification. While EPA made some changes, WDMA remains greatly concerned about the continued direction of the agency in its development of Version 6.0.

Among WDMA's greatest concerns are EPA's decision to maintain the proposed stringent window and skylight performance criteria for ENERGY STAR North-Central and Northern climate zones as well as its decision to maintain the January 1, 2014effective date for the new program requirements.

WDMA believes the proposed performance criteria for the northern zones will significantly increase product costs and payback period making ENERGY STAR qualified products less affordable and desirable for consumers. This is especially concerning for the replacement market which represents one of the greatest opportunities for reducing home energy consumption in the U.S. WDMA and its members strongly expressed this concern to EPA in Draft 1 comments.

 In addition, the EPA decision to maintain an effective date for Version 6.0 requirements of January 1, 2014 does not provide manufacturers with an adequate transition period once the new requirements are finalized later this spring. WDMA has urged the agency to move the effective date to January 1, 2015 given the significant time, financial, and personnel resources necessary for transitioning to new program requirements.

WDMA and its members are currently reviewing Draft 2 and EPA's response to the WDMA and member recommendations that were not accepted by the agency. WDMA will be responding back to EPA accordingly through additional comments and correspondence with the agency. Comments are due to EPA by February 8, 2013.
